It is crucial to uphold• α  the basic principles of λ∞ ©agriculture, rural areas, and farmers,∏α and there is no room f©π≤or loss. The Central ≠•€Committee of the Communist Party of Chi≠"na believes that it is necessary to p"'€ersistently make solving the &qΩ ↕¥uot;three rural issues" a t¶γ∑λop priority in the work of the w®↔∏hole party, and to usφ‍€αe the strength of th ♦ e whole party and society to compr←<Ωehensively promote rural revitalizati<‌on and accelerate the moderni×★‌zation of agriculture an←≥₹↔d rural areas. A strong cou‌∞™ntry must first strength ♦en agriculture, and only by strength≠£₽"ening agriculture can the coun≥♠try be strong. We must base ourselv©£™es on the national conditions and♠♥© agricultural conditions, reflect Chineφσ$se characteristics, and build an agr¥"★icultural power with strong suppδ<÷↓ly guarantee, strong scientific and te≈ chnological equipment, strong mana'←→gement system, strong<• industrial resilience, and strong co$'¶mpetitiveness.

1、 Efforts should be made to↔>∏β ensure stable producti→€on and supply of grain and important ag'★≠εricultural products

（1） Make every effort to pro£€¥ mote grain production. Promote the development of↑∞≈¥ multi cropping grain produφΩction in southern provinces and enπε₹"courage the development of regener×​♣‌ated rice in areas with c∞γ₹onditions. Support theΩ↔₽  implementation of &quo>'t;one spray and three prevention✔∏≥" for wheat. Implement the c¥£orn yield improvement project. Continu₩®¶e to increase the minimum purc↑©∏≈hase price of wheat, δ♣reasonably determine the♦• minimum purchase price o↓≤€♥f rice, stabilize rice∏↕± subsidies, and improve the mech •anism for ensuring the supply and prβ←↕™ice of agricultural inputs. （2） Boost the planting ←∑"αof soybean oilseeds. Deeply & ↑promote the project ✘∞→of increasing soybean a‍±>nd oil production capacity. Sol∏αidly promote the strip shaped cΩ®÷ompound planting of s£πoybeans and corn, suppoΩ₩rt the rotation of grain and beans in t‍ he Northeast, Yellow River↕ , Huaihe River, and Sea regio•‍®ns, and steadily develop and u↔≥tilize saline alkali land to pla<✔≠nt soybeans. Improve su€∞™bsidies for corn and soyb↕γ​εean producers, and implement pilot >¶φprograms for soybean full✘≤®  cost insurance and planting inco¥≥™αme insurance. Concentrate on promoti ✔€≠ng the renovation and upgradinλ×g of old vegetable facilities in a≠Ω continuous manner. Establish a big food ≈→÷concept, accelerate the £™λ¥construction of a diversif≈↑≠₩ied food supply system that integrat★↑≥es grain and feed management, agri‍↓☆&culture, forestry, animal husba↔¶βndry, and fishery, and combines plant ☆₩s, animals, and microorgan ₽isms, and formulate implementation ↑ plans in different fields. Bu"±$ild a high-quality, water-™±saving, high-yield and stable forage∞¥σ$ production base, and accelerate the ≠®•∏development of alfalfa and other gra±∞♦≤ss industries. （5） Coordinate the regulati←₽on of grain and important a​±‌gricultural products. Strengthen the c✔"≥•onstruction of emergency ≠'food security capabilities. Strengthδ‍®en supervision in the areas of reser∑∞£ves and purchase and saleα∏₩§s. The province takes overall responΩ↕ sibility for ensuring stab®♠λαle production and supply ₹βof live pigs, and strength≤δens the regulation of pigγ≠∏ production capacityβ"&¶ mainly based on the↔₹ ability to breed sows. St£πφ≥rict assessment of the mayor'¥$®s responsibility syst¶↓♣em for the "vegetable bσ®asket". Improve the cotto>​n target price policy. Continue t∏ε©o implement subsidy policies for th₽←α>e promotion of sugar cane varieties and≤↕ ← techniques. Improve support policies f¶≠♠or natural rubber. Strengt₩>γhen the production, storage, and tra∞σ nsportation regulation of agricult§₩ural inputs such as fertilizers. 2、 Strengthen the construc•≥ tion of agricultural infra¶✘​&structure

Support the ←✔comprehensive management of ♥₽¶∑groundwater overexpl≥∞£✔oitation in key regions, and promo‌σ↔te deep water-saving and water cδ₩ontrol in agriculture in th¥φφ★e Yellow River Basin. DevelopinλΩ≤g efficient and water-savi₽$αng dryland agriculture in ar¶δ★↓id and semi-arid areas. St≥​rengthen the construction and ∏✘←management of flood storage and dete≠"♠↑ntion areas, control small and ↔±medium-sized rivers, and preve↕Ω∑'nt and control mounta® φ®in flood disasters. Accelerate the implα↑¶ementation of hazard remov₹™πal and reinforcement for small and med↕×ium-sized reservoirs a₹'✘nd safety monitoring for smal€£★l reservoirs.
